Navarre Redevelopment Plan Page 3 <br />STAGE n <br />PHASE I: PLANNING <br />Develop preliminary concept plans and alternatives to illustrate potential future land uses, <br />circulation, open space, major utilities, and potential building scale and location. * j-c ja j <br />- 2. Prepare a summary of the pertinent data and development statistics for the properties under <br />jonsideration, including size and nature of development activity, existing and future land and <br />building values, and fiscal implications. ^ ^ <br />3. Prepare a .eaemor.'’..ndurr. summarizing in •.'Ti'rs.n and graphic form the alternative ccncepej and <br />pertinent information described above, and present it to the City Council and Planning Com <br />mission. This memorandum will include traffic generation analysis reflecting the potential impact <br />of proposed land use changes on surrounding streets. _ _ <br />4. Prepare exhibits and data suitable for public presentation of the the key issues and concepts <br />involved, and prepare a presentation of these and other important information for the workshop <br />with the City Council and Planning Commission. -7, _ <br />PHASE II; IMPLEMENTATION <br />1. Prepare amendments to the Comprehensive Plan, with findings as appropriate, which reflect the <br />concepts adopted in the previous phase, for review and approval by the Planning Commission <br />and City Council with the adopted results prepared for submission to the Metropolitan Council. <br />2. In consultation with City administrator. City Attorney, and other staff, prepare amendments to <br />the Zoning Ordinance to implement the concepts adopted in t: previous phase, including <br />application of new Zoning Districts to the properties in the study area, changes to the Official <br />Zoning Map, and enhanced periormance standards to protect the integrity of existing surround <br />ing land uses and to guide future developments. <br />3. At the City’s direction and working closely with the CITY Fiscal Consultant and CITY staff, <br />the CONSULTANT wiU prepare a preliminary' Tax Lncrement Financing Feasibiliry Study. <br />PHASE III: FINAL REPORT (Optional) <br />1. Edit, prepare and have printed a final report documenting the research, analysis, goals, plans, <br />implementation tools, and promotion strategies outlined in ail phases above.
