The District began a monitoring program in 1989 as Phase I <br />of a project to abate non-point source pollution of Long Lake. <br />The District began this project in cooperation with the Cities of <br />Orono and Long Lake, Hennepin County, and other interested <br />parties pursuant to a Clean Water Partnership Grant with the <br />Minnesota Pollution Control Agency. Phase I of the project will <br />be completed in 1990. <br />1990 BUDGET <br />As required by law, the nagers held a duly noticed public <br />hearing on September 28, 1989 concerning the proposed budgets for <br />the District’s Administrative Fund, Management Planning Fund, <br />Water Maintenance and Repair Fund, and Survey and Data <br />Acquisition Fund. Following the public hearing, the Managers <br />adopted budgets for 1990 for these funds and certified tax levies <br />to Hennepin and Carver counties for collection. <br />FIHAWCIAL RECORDS <br />The financial records of the District are kept by a <br />certified public accountant. All financial transactions are <br />recorded in the minutes of the District’s meetings. <br />The Treasurer of the District maintained separate records <br />for the following four funds in 1989: (1) The Administrative <br />Fund; (2) The Management Planning Fund; (3) The Water Maintenance <br />and Repair Fund; and (4) The Survey and Data Acquisition Fund. <br />Records for each of these funds include the dates and amounts of <br />all expenditures, the names of individuals receiving payment, and <br />the purposes for which payment is made. <br />The official depository for the District is the wayzata <br />State Bank, in Wayzata, Minnesota. <br />During 1989, the financial records of the District were <br />audited for the year 1988 and a copy of the audit was filed with <br />the State Auditor for the State of Minnesota in April, 1989. A <br />copy of the combined statement of revenue and expenditures for <br />the year 1989 is attached to this report as Appendix B, and a <br />copy of the complete financial statement is available upon <br />request. <br />Respectfully submitted. <br />James R.
