I <br />WATKBRHFD MANAGEMENT PLANMIMG: CHAETEB__^5 <br />During 1909, the District's proposed Chapter 509 Surface <br />Water Management Plan was before Hennepin County for review, <br />along with a proposed agreement concerning financing of the <br />Capital Improvement Program. The District forwarded the Chapter <br />509 Plan to the Metropolitan Council for its review in March 1990 <br />ftFVTSTON OF THE DISTRICT*S RULES <br />In April 1989, the District adopted revisions to Rule E <br />concerning dredging, and adopted Rule K providing for licensing <br />of dredging contractors. These revisions were adopted following <br />extensive meetings by the Board's Rules Committee, input from <br />District staff and members of the public, and a public hearing on <br />April 20, 1989. <br />The changes to Rule E arose from the District’s experience <br />with compliance problems and the need for more specific criteria <br />concerning hydraulic dredging. Specifically, the revisions <br />address hydraulic dredging standards, requirements for submission <br />of soil boring logs, protection against seepage and subsurface <br />drainage, the steepness of slopes in dredging projects necessary <br />to avoid frequent re-dredging, and the use of silt curtains. <br />Rule K requires the licensing of dredging contractors who <br />perform projects in larger "priority" lakes within the District. <br />The District had been concerned with unuermitted and unfeasible <br />dredging projects performed in the past, and determined that the <br />licensing of contractors is a reasonable and necessary means to <br />ensure that projects are performed by qualified, dredging <br />contractors in compliance with District rules. Rule K was also <br />intended to protect consumers from enaaging dredging contractors <br />who do not have the necessary and proper equipment to perform the <br />project. <br />OTHER DISTRICT PROJECTS AND COWCERMS <br />At the request of the City of Shorewood and the Village of <br />Tonka Bay, the District studied the feasibility of various <br />alternative remedies to a persistent drainage problem at the <br />intersection of Glen Road and County Road 19. The District <br />Engineer continued with additional hydrologic analysis in 1989, <br />recommending a number of drainage improvements in this <br />subwatershed area to be submitted for review by the City of <br />Shorewood. <br />Manager Spensley met extensively in 1989 with officials <br />from the City of Minneapolis to review plans for storm sewer and <br />paving projects near the intersection of 42nd Street and <br />Bloomington Avenue, and Sibley Park. The District entered into a <br />contract with the City in 1989 to perform a hydrologic analysis <br />for this project, known as the HEC II study, which was completed <br />in May 1990. <br />- 4 -
