Lake Use Committee July 16, 1990 <br />c. Other - Chandler reported fifty-one BWI citations have <br />been issued by the Water Patrol on the Lake and one citation by <br />the PNR conservation officer. Responding to a question from <br />Rascop, Chandler said he will check on the prosecution of the <br />citation issued by the conservation officers. <br />d. Chandler reported Smith's Bay Marina is renting personal <br />watercraft. Safety inspection is required on all rental units, <br />which is being processed. He also questioned inclusion of the <br />requirement in the ordinance for oar locks, oarj or paddles on <br />personal watercraft. A committee member thought it was <br />eliminated from the ordinance. (Sec. 3.08, Subd. 3 appears to <br />require either oars OT personal flotation devices. Wording is <br />being checked. <br />Reese asked about a specific "cigarette" boat which is very <br />noisy with exhaust ports above the water line. Chandler responded <br />that the Water Patrol is tracking its operation. <br />Chandler said they have had many calls on the water iski <br />observer ordinance, and inquiries about including parasailing in <br />the ordinance to eliminate the observer. The committee consensus <br />was not in favor of recommending a change for parasailing. <br />Chandler said they have not had any further complaints about <br />the Sun-Kat pontoon operation. Pillsbury has talked to the <br />owner/operator. <br />The Executive Director reported an inquiry from the LaCrosse <br />County Harbor Commission requesting information about LMCD speed <br />enforcement regulations and radar equipment to enforce the law. <br />Strommen will furnish them with pertinent information. Strommen <br />asked about the number of citations issued for speed violations. <br />Chandler responded they frequently cite for speed and that it <br />often ties in with BWIs. <br />4. Deposit Refunds <br />Rascop moved, Reese seconded, to recommend approval of <br />refunds to the following for special event permits on which there <br />were no negative reports: <br />Minnetonka Bass Club (6-9-£u Tournament) <br />American Scholarship Foundation (6-10-90 Tournament) <br />Minnetonka Crossing (6-16-90 Wind Surfing) <br />Mound City Days (6-17-90 Fire Works) <br />Motion carried unanimously. <br />5. Water Ski Ordinance Amendment <br />The Executive Director distributed a proposed amendment to <br />the waterski ordinance, Lice. 3.10, Subd. 1, which would set out <br />exceptions to the observer rule for all forms of towing persons <br />on the Lake. The committee discussed the days and times for the <br />exception as stated in the proposed ordinance and amended it to <br />except the observer rule from Monday a.m. through Friday noon <br />which are not holidays and to eliminate the Memorial Day through <br />Labor Day clause.
