Idyllvale Shores – Conservation Design Master Plan October 2024 <br />Civil Methods, Inc.Page | 1 <br />1.INTRODUCTION <br />The applicant (Bradley J. Pass) is proposing a unique residential community in the City of Orono <br />called Idyllvale Shores. Named after the original homestead and natural habitat, the goal of this <br />development is to emphasize environmental conservation. Stormwater treatment will be <br />provided to mitigate any potential impacts to local hydrologic systems, and no impacts to area <br />wetlands are proposed. <br />The site is rich with deciduous woodland/forest, upland grassland with scattered red cedar, three <br />wetlands, and one intermittent water body. The portion of the property to be used for the <br />development will be divided into five single-family lots, with substantial land area left <br />undisturbed. It is anticipated that building covenants will identify areas within each site that are <br />to remain natural, wetland management areas maintained by the HOA. Each home will be <br />designed to honor the land, views and privacy. <br />The project’s construction will consist of site grading for infrastructure, including roads, wells and <br />septic systems, stormwater facilities, and building pads within a pre-identified lot improvement <br />area surrounded by natural wetlands. Construction of the site is proposed to begin in 2025. The <br />project Master Plan is included in Appendix A. Access for the development will be from North <br />Arm Lane, which will branch into two cul-de-sac roadways serving the five planned residential <br />lots. <br />This project will be a valuable addition to the City of Orono, providing single-family housing in <br />the expanding residential market while maintaining the rural and environmentally connected <br />character of the community. <br />2.CONSERVATION DESIGN OVERVIEW <br />2.1 LOCAL AND REGIONAL ECOLOGICAL CONNECTION <br />Rooted in the homeowners' longstanding connection to Orono and this specific property, the <br />applicant is dedicated to preserving the land that has been a cherished part of their family’s <br />history. Having seen the growth and development of the area, their primary goal is to protect <br />the natural landscape and ensure its beauty and ecological value are maintained. The <br />development of Idyllvale Shores embodies this commitment, thoughtfully balancing the need <br />for housing with the preservation of the area’s distinctive natural character. <br />2.2 RURAL OASIS STUDY CONSIDERATIONS <br />With the project located at the end of North Arm Lane, it is largely secluded from the typical <br />views of people driving through the city.
