- Determining the role of the Policy and Technical <br />Committees. <br />- Outlining the process to be used. <br />- Developing goals, objectives, guidelines and issues for <br />the process. <br />It is presently his intent to undertake a process by Ian McHard <br />who has developed a method in the 70*s based on the initial <br />environmental impact studies. It is composed of a series of <br />overlays which attempt to address the issues of concern that have <br />been identified and as each of these are colored and overlayed <br />the areas of greatest concern become darkest and the areas that <br />are lightest represent potential corridors being ones that were <br />"natural or ones of least resistance" based on the issues <br />developed. It is anticipated based on the amount of work that <br />MnDOT may have done to date it is probably at least three to <br />months before such overlaying work could be done. From this <br />preliminary corridors would be identified and probably reduced to <br />about 3 for further study. <br />CONSULTANT SERVICES - The services that a cons iltant could <br />provide in this process and on an ongoing basis o <br />outlined in Attachment A. Attachment B are the co.nments from the <br />City Engineer on that request for services draft. <br />Potential Service Providers - In reviewing this issue <br />Engineers and consultant planner the following firms in addition <br />to the City's current engineering firm were listed as ones wno <br />have a significant experience in the area. The include: <br />Howard Needles and Associates <br />BRW <br />Strgar-Roscoe (SRF) <br />Barton Aschman <br />Of these Howard Needles is engaged as a consultant on the project <br />and BRW as a firm has been representing Sid Rebers, not only his <br />development but also In selected transportation issues and may <br />pose a conflict of interest. It is anticipated that the City <br />would seek Request for Services from its engineer together with <br />SRF and Barton Aschman. <br />Funding - The City in the 1990 Budget had al <br />case the City was requited to contribute to MnDOT s study. (The <br />City had also allocated the same amount in 1989 together with <br />some of its funding for community development. <br />anticipated, based on advice from some of the outside persons <br />that the City initially contract with a firm for <br />5,000 and that it be billed on an hourly basis.)
