Trunk Highway 12 Memo Dated 6/19/90 <br />ISSUE <br />1. Presentation of scope and potential funding for such an <br />undertaking. <br />2. Determination by Council as to whether they desire to solicite <br />such a service. <br />INTRODUCTION - At the Council's May 14, 1990 Council meeting <br />Mayor Grabek indicated a strong desire to obtain the se ’ices of <br />a consultant on behalf of the City during the process of the <br />corridor selection. Attachment A is a result of initial <br />explorations in the area regarding the services of a consultant <br />transportation engineer both generally for the Citv <br />specifically as they relate to the Highway 12 corridor selection. <br />In addition to the City's Engineer, two outside firms were <br />requested to comment because of their familiarity of the process <br />and the ramifications of such a process. <br />DISCUSSION - During corridor selections done by the Minnesota <br />Department of Transportation individual cities have on occasion <br />engaged transportation consultants to assist them in both the <br />corridor selection and development process together with the <br />intergration of that facility with their own transporat ion <br />system. The earlier that person is engaged in that process for <br />the City the more cooperative the venture is in relationship to <br />MnDOT. This individual can provide technical expertise to <br />participating City representatives on these Boards, before the <br />process goes to the point that input by the City becomes a <br />challenge to the process rather than an assist. Additionally <br />this individual can provide technical expertise when discussions <br />are held by the City Council and/or City representatives with <br />interested citizen groups in the community. <br />Following initial discussions with Mr. Larry Dallam the <br />consultant from Howard Needles and Associates who has been <br />engaged by Minnesota Department of Tr ansr:or ta t ion he has <br />indicated that roughly the process will be to spend the first <br />meetings:
