Lake Use Committee May 21. 1990 <br />Reese moved, Rascop seconded, to recommend approval of the <br />Personal Watercraft Ordinance third reading with the following <br />amendment: Subd. 11. Prolonged Operation. Add: Person in <br />control of such personal watercraft shall be subject to citation. <br />Motion carried unanimously. <br />3. Water Ski Slalom Course Request <br />C»i .*y Mansou and Westonka Water skiing residents requested <br />conticai^^ce of their permission to use their portable slalom <br />water ski course as allowed in previous years. They further <br />request a change in the observer rule. <br />Chandler reported the Water Patrol has had no problem with <br />this group of water skiers. <br />Foster moved, Reese seconded, continuation of the <br />arrangement for a slalom water ski course for Carey Mason and the <br />Westonka Water Ski Residents under the same terms and conditions <br />as 1989. Motion carried unanimously. <br />Observer: Foster expressed the opinion that the Ordinance <br />Section 3.10 Subd. 1, Observers Required while waterskiing on <br />Lake Minnetonka is too restrictive. He does not believe an <br />observer is needed during the week. Reese agreed that <br />elimination of the observer requirement during the week <br />encourages the use of the lake when no one else is using the <br />lake. Observers are needed during the weekend. <br />W. Jacques Gibbs, 4901 Three Points Blvd., Mound, a member <br />of the applicant organization, said they usually have enough <br />observers but there are occasions when the third person is not <br />available. They would use the curved mirror. <br />Foster moved, Reese seconded, to recommend an ordinance <br />change which would: <br />1. Eliminate the need for an observer on non-holiday <br />Mondays through Friday noon. <br />2. Require standard curved rear-view water skiing mirror <br />equipment on the boat when an observer is not used. (Required by <br />State Statute) . , j3. Eliminate the reference to "between Memorial Day and <br />Labor Day".4. Include a provision which would allow the Water Patrol <br />to require an observer when there is sufficient congestion on the <br />lake to warrant it in their judgment. <br />Motion carried, Rascop voting nay. <br />4. Special Event Application - Canoe Races At Lord Fletcher's <br />Lord Fletcher's Restaurant has made application for a <br />special event permit to hold canoe races in their lagoon area to <br />the edge of the channel and back. The Executive Director <br />reported Lord Fletcher’s has a transient license which does not <br />allow off-lake storage. Since they are not a full service marina <br />they are not eligible for off-lake storage. They cannot apply
