LAKE MINNETONKA CONSERVATION DISTRICT <br />Action Report: Lake Use Committee <br />Meeting:Monday, May 21, 1990, 4:30 p.m, <br />LMCD Office, Wayzata <br />Members Present: Robert Pillsbury, Chair, Minnetonka, Marvin <br />Bjorlin, Tonka Bay; Bert Foster, Deephaven; Thomas Reese, Mound; <br />Robert Rascop, Shorewood. Also present: Sgt. Wm. Chandler, <br />Hennepin County Sheriff’s Water Patrol; Eugene Strommen, <br />Executive Director. <br />1. Water Patrol Report. <br />a. Charter Boat Inspection Progress: Chandler reported <br />twenty-two of twenty-four charter boats have been inspected. <br />Three will need re-inspection. Chandler has furnished the <br />Executive Director with inspection guideline suggestions to bring <br />the LMCD inspections in line with the Coast Guard inspections. <br />b. Fishing Opener Activity: Chandler reported there were <br />no problems. <br />c. Underwater Found Obstructions (UFO): Chandler, Reese, <br />Denis Bailey,Hennepin County Lakes Improvement and the executive <br />director have met to coordinate the program. <br />d. Marine Radio Broadcasts: Chandler reported the Water <br />Patrol has begun marine information broadcasts on Fridays, <br />Saturdays and Sundays. <br />e. Guest Observers: Chandler reported the Pierre, South <br />Dakota Police Department is planning a water patrol activity in <br />their area and will be working with the Hennepin County Sheriff’s <br />Water Patrol. He will furnish them with copies of the LMCD <br />Ordinances. They would also like to meet with LMCD members. <br />f. Incident Report: Chandler had no incidents to report. <br />2. Personal Watercraft Ordinance. <br />The committee received the amended ordinance as reviewed and <br />amended by the Board at their 4/25/90 meeting. <br />Foster suggested a change in Subd. 8. Age of Operator. He <br />recommends eliminating the first sentence which prohibits anyone <br />under the age of 13 from operating a personal watercraft. <br />Chandler agreed, stating common sense will dictate whether <br />someone under 13 is capable of operating a personal watercraft. <br />This gives that age group an opportunity to learn how to operate <br />a pwc. <br />Chandler called the members attention to Subd. 11. Ho <br />stated that as worded the water patrol could no issue a citation <br />to a personal watercraft. He asked for a wording which would <br />provide for citing an operator if in violation of the <br />Prolonged Operation section. <br />Foster moved, Reese seconded, to recommend approval of the <br />Personal Watercraft Ordinance third reading with the following <br />amendment: Subd. 8 Age of Operator. - Delete the first <br />sentence. Motion carried unanimously.
