Many of these apply to lake use in general. Such concerns <br />include the amount of traffic generated on the lake particularily <br />as it relates to power craft. Additional issues relate to the <br />impact on both land and lake use of facilities such as marinas <br />may have on abutting and other lakeshore residents. <br />The purpose of any committee formulated would be to determine if <br />there is an appropriate policy direction that the City desires to <br />undertake along with attendant strategies to achieve it. <br />STRUCTURE - The possible development of a Lake Use Management <br />Committee, whose primary focus is on Lake Minnetonka with an eye <br />to other lake resources in the community, could be composed of <br />three to seven persons including CounciImembers, Planning <br />Commission, Park Commission members and other interested <br />residents. <br />SCOPE - The scope of the Committee could be broad enough to <br />include all lake use management issues but the proposed areas for <br />initial discussion (to some degree borrowing the format of LMCD's <br />report) are as follows: <br />A. Genera l Philosophy - One of the keys to determining <br />whether the policy directions formulated in the LMCD's <br />plan are in concert or opposition to those of the City <br />of Orono is to look at the general premise on which the <br />plan is based. If such premises on the surface differ <br />from those of the City, determine if there is a way to <br />jointly achieve the objectives of each. <br />Shore Facilities - This is probably the area of <br />largest concern at the present time because it is the <br />one that most directly generates the amount of traffic <br />on the lake. This includes (perhaps in a broader <br />definition than LMCD's) marinas, lake oriented parks, <br />public access, residential docks, municipal docks, and <br />homeowner docks. The fact that the plan does promote <br />development of certain facilities that generate traffic, <br />* may well be of concern. <br />C* Shoreland Regulations -"These are the regulations <br />which generally apply to land use within 1,000 feet of <br />the lakeshore. While in Orono not all the land within <br />1,000 feet is 'within our lakeshore district regulations, <br />the vast majority of it is. These regulations generally <br />set minimums and most of Orono's regulations are at or <br />above those set forth in Attachment A of LMCD's <br />regulations. It is presently anticipated that each <br />community is free to be more restrictive, but not less <br />restrictive than the regulations. <br />D. Lake Use Management Organization - This is the issue <br />as to what organizations have jurisdiction, how that's <br />coordinated; and how that key organization (if there is <br />is governed and funded. .Possibiyities include:^^'-^
