Encourage parking in areas away £rom public <br />access points by the users. <br />Safety, a pollution free lake, an enjoyable usor <br />experience, and aesthetic consideratiun affecting the <br />lakeshore, and its roads, and the watershed are basic <br />considerations. <br />Milfoil is a disti*xct LMCD problem and LMCD should <br />have control of it on the lake. <br />Land use regulation should remain under local control. <br />Orono's land use controls are the most protective and <br />restrictive ordinances on the lake. While it might be <br />desireable to have all communities agree with our <br />standards, we are not willing to part with local <br />control of our lakeshore. Neither is it acceptable to <br />us for the LMCD to make decisions regarding dockage or <br />other lake utilization which in effect force Orono to <br />depart from its land use atandards to accommodate <br />parking, tree removal or hardcover limitations. <br />As a city, we oppose creation of an additional tax or <br />taxing authority as we believe that regulation and <br />education/licensure can be implemented through <br />assessments shared by the lakeshore cities and the <br />county and through existing organizations already <br />providing the training programs. <br />While the present makeup of the LMCD board has <br />inequities built into it which are readily apparent to <br />the different communities, all members are essentially <br />concerned with "preserving the lake, ’’ and that is the <br />sole reason for LMCD. The suggestions that other <br />agencies which are not directly and immediately <br />affected by the lake and which have other purposes and <br />priorities* plans for its future be given positions on <br />thit board, is unacceptable to Orono.
