The plan is misdirected in focusing on the promotion <br />of increased use of the lake and the establishment of <br />new access points and recreational land destinations <br />for boaters ptrticulary as a first priority# and as a <br />precondition for future regulations. <br />a. These matters have been the subject cf several <br />previous reports as stated in the plan, are the <br />special concern of other agencies, and are not <br />part of the mandate of the LMCD; <br />b. While the implementation of those pl-ns will have <br />an effect upon the environment, an environmental <br />plan is needed now, not afterwards;' <br />c. The environmental question ia not who should have <br />access or pay for it, but how many and what-typea, <br />of watercraft are being or will be used, and how <br />this affects the lake; <br />d. So far as the environment Is concerned, the LMCD <br />should immediatelyi <br />1. Establish the permissable density standards <br />for optimum environmental protection and for <br />purposes of boating safety; <br />2. Seek increased enforcement of existing <br />regulations with emphasis on additional use of <br />the water patrol, and consider methods of <br />increased cooperation with and use of local <br />police agencies (drunken boating, littering); <br />3. Require and encourage boat users educatio in <br />right of way rules, etc., end *n safe <br />operation of their boats t ircugh licensin.^ <br />boaters and certification requirements - e.^ <br />power squadron certificatio»' is available; <br />4. Adopt appropriate rules relat-k^- to noise <br />pollution, "quiet waters," spet 'hes, etc., <br />and ensure enforcement; <br />5.
