Hardcover on the property includes some <br />fairly substantial areas of rock and plastic on the north and <br />west sides of the house, where drainage has been a problem and <br />where applicant has not been able to successfully grow grass. <br />Because of the drainage problems, applicant expresses a great <br />concern with removal of the plastic, which might cause basement <br />water problems. He is proposing to remove a patio on the lake <br />side of the house, and remove significant portions of the <br />driveway and parking areas in order to provide some degree of <br />hardcover decrease. <br />Planning C<»nd.88ion Recoamendation <br />Planning Commission reviewed this application at their April <br />and May meetings. At their May 21st meeting. Planning Commission <br />recommended approval on a unanimous vote, finding that the <br />applicant's Plan #2 had adequately addressed their concerns about <br />overbuilding on this lot, by reducing the degree of proposed <br />structural additions while yielding a net hardcover decrease of <br />approximately 5%. Planning Commission found that the encroach­ <br />ment into the street yard was not a problem. <br />Planning Commission has not reviewed Plan #3 which is <br />currently proposed by the applicant. <br />Staff Reconendation <br />Staff would concur with Planning Commission's recommendation <br />for approval of Plan #2. Because Plan #3 reduces the portion of <br />structural hardcover from Plan #2, and reduces the street setback <br />encroachment, it is likely that Planning Commission would <br />similarly approve Plan #3. Neither plan encroaches into the 0- <br />75' zone nor the average setback area. <br />The only remaining issue is the change in proposed hardcover <br />due to the applicant's inability to remove driveway within the <br />shared driveway easement. While the Planning Commission saw a 5% <br />hardcover reduction, the Plan #3 proposal yields a 2.2% decrease. <br />If Council feels this reduction is acceptable, staff would <br />recommend approval of Plan #3. <br />Council's options are as follows; <br />1. Refer Plan #3 back to the Planning Commission. <br />2. Approve Plan #3 per the attached resolution. <br />3. Table for any further revisions Council may wish to <br />specify. <br />4. Deny <br />5.
