LMCD BOARD OF DIRECTORS April 25, 1990 <br />a) Pillsbury moved, Grathwol seconded, approval of the <br />Lake Use Committee minutes of 4-16-90 as submitted. Motion <br />carried unanimously. <br />b) Personal Watercraft (PWC) <br />Babcock, representing Sub-committee Chair Foster, presented <br />the committee recommendations for changes in the draft ordinance <br />as shown in an edited draft. <br />As a point of clarification it was pointed out that Section <br />3 applies to all watercraft and Section 3.041 applies to PWC <br />only. <br />Slocum moved, Cochran seconded, to delete the word <br />"confined" in Subd. 11 so the words defined are "single area". <br />Motion carried unanimously. <br />Charles Timberg, 5060 Minneapolis Avenue, Mound, suggested <br />the LMCD consider a total ban on PWC on Lake Minnetonka. <br />Reese moved, Bjorlin seconded, to amend Subd. 11 Prolonged <br />Operation. by changing "No person shall operate a personal <br />watercraft in a single area . . ." to "No personal watercraft <br />shall be operated in a single area . . ." Motion carried, Lewman <br />and Hurr voting nay. <br />The executive director submitted a letter from the MN DNR <br />offering comments and suggestions on the PWC Ordinance. Babcock <br />moved, Pillsbury seconded, to make a change in the definition of <br />a PWC by changing the watercraft length from 12’ to 14’ and to <br />strike the words "and outboard motor". Motion carried <br />unanimously. <br />Pillsbury moved, Bjorlin seconded, to approve the second <br />reading as amended and return the amended ordinance to the May <br />Board meeting for the third reading. <br />Steve Wagner, Minnetonka Jet Ski, asked that the record show <br />that he believes unenforceable laws are inappropriate. <br />c) Charter Boat Wine auad Beer on-sale license - A1 & <br />Alma’s <br />Pillsbury moved, Grathwol seconded, approval of the renewal <br />of A1 & Alma’s six charter boat wine and beer on-sale liquor <br />licenses. Motion carried unanimously. <br />d) Special Event Refund <br />Pillsbury moved, Grathwol seconded, approval of the special <br />event deposit refund for Rollin B. Child, Inc. fishing outing <br />having been satisfactorily conducted. Motion carried <br />unanimously. <br />e) Commercial Sale Activity on the Lake <br />Pillsbury moved, Grathwol seconded, to appoint Bert Foster <br />to initiate a subcommittee study of the concerns raised about <br />various commercial activities on the Lake. Motion carried <br />unanimously.
