The City Council has considered this application <br />including the findings and recommendation^s of the Planning <br />Commission, reports by staff and comments of the applicant <br />and the affect of the proposed use on the health, safety, <br />and welfare of the community. <br />5. The City Council finds that granting a conditional use <br />permit to allow a veterinary clinic will not be be <br />detrimental to the health, safety or general welfare of the <br />public, would not adversely affect light, air nor pose a <br />fire hazard or other danger to neighboring properties, nor <br />will its use depreciate surrounding property values and that <br />the proposed level of use of the property will be in keeping <br />with the intent and objectives of the Zoning Code and <br />Comprehensive Plan of the City. <br />CONCLUSIONS, ORDER AND CONDITIONS <br />Based upon one or more of the above findings, the Orono <br />City Council hereby grants a conditional use permit per Municipal <br />Zoning Code Section 10.44, Subdivision 4 (A) to permit a <br />veterinary clinic on the property located at 3572 Shoreline <br />Drive, subject to the following conditions: <br />1. Prior to the issuance of a building permit for internal <br />improvements within the existing structure, applicant must <br />apply for the legal combination of Lots 18 and 19, Block 7, <br />Navarre Heights. <br />2. Applicant must file for a commercial site plan review <br />prior to the February 23, 1990 filing deadline for the March <br />19, 1990 meeting of the Planning Commission. Applicant is <br />further advised that commercial site plan application must <br />deal with the following items; <br />* Signage <br />* Lighting <br />* Landscaping <br />* Approved Parking <br />* Drainage Improvements <br />* Plans for the Exterior of the Building <br />3. All site improvements required as a result of the <br />commercial site plan review must be installed by September <br />15, 1990. <br />Page 2 of 5
