The City Council has considered this application including the findings and recommendation^s of the Planning Commission, reports by staff and comments of the applicant and the affect of the proposed use on the health, safety, and welfare of the community. 5. The City Council finds that granting a conditional use permit to allow a veterinary clinic will not be be detrimental to the health, safety or general welfare of the public, would not adversely affect light, air nor pose a fire hazard or other danger to neighboring properties, nor will its use depreciate surrounding property values and that the proposed level of use of the property will be in keeping with the intent and objectives of the Zoning Code and Comprehensive Plan of the City. CONCLUSIONS, ORDER AND CONDITIONS Based upon one or more of the above findings, the Orono City Council hereby grants a conditional use permit per Municipal Zoning Code Section 10.44, Subdivision 4 (A) to permit a veterinary clinic on the property located at 3572 Shoreline Drive, subject to the following conditions: 1. Prior to the issuance of a building permit for internal improvements within the existing structure, applicant must apply for the legal combination of Lots 18 and 19, Block 7, Navarre Heights. 2. Applicant must file for a commercial site plan review prior to the February 23, 1990 filing deadline for the March 19, 1990 meeting of the Planning Commission. Applicant is further advised that commercial site plan application must deal with the following items; * Signage * Lighting * Landscaping * Approved Parking * Drainage Improvements * Plans for the Exterior of the Building 3. All site improvements required as a result of the commercial site plan review must be installed by September 15, 1990. Page 2 of 5
