Zoning File #1501 <br />March 15, 1990 <br />Page 3 of 4 <br />At an earlier meeting, members of the Planning Commission <br />concurred that they wanted major upgrading of this property in <br />light of the Navarre redevelopment. As the City has not adopted <br />a formal redevelopment plan for this area, nor has a required <br />Comprehensive Plan amendment and Zoning amendment to implement <br />this Comprehensive Plan been approved by the City. The City has <br />no authority to demand the major upgrading of this property at <br />this time. The new veterinary use allows the City to ensure <br />that the existing structure is in safe condition for public use <br />and to determine if adequate parking has been provided for that <br />new use. Landscaping and signage issues have always been <br />addressed when there is a change in use with no structural <br />improvements. As for any other demands upon this applicant, there <br />is nothing in your current code that would require any other <br />major change. <br />Please review Exhibit D, Cook requires the extension of the <br />blacktop area for stalls 3, 4 and 5 at a minimum of 40' east of <br />the west property line. The survey currently shows approximately <br />38'. The blacktop area between parking space 2 and the south <br />property line must be removed and returned to green space. The <br />applicant proposes additional plantings adjacent to the signage <br />and five spruce trees along the rear property line. Note the <br />existing shed within the east lot to the rear is to be removed. <br />The existing garage is in good condition and shall serve as the <br />parking stall for the principal user of the building, the <br />veterinian. <br />Approval of the commercial site plan for the property <br />located at 3572 Shoreline Drive must include the following <br />conditions: <br />1. Per the directives of Resolution #2739 that granted the <br />conditional use permit ^*r the veterinary clinic, the <br />following conditions are . : licable; <br />A) All site impro ' ’^?nts required as a result of the <br />commercial site plan :mst be installed by September 15, <br />1990. <br />B) Any change in the level of use by an addition of a <br />vete '‘narian, expansion of examination rooms or <br />propos.d additions to the facility would require <br />approval of a new conditional use permit. <br />2. Plans to install outdoor kennels or pens will require <br />a conditional use permit.
