Yard Waste Composting 1990 Memo Dated 3/7/90 <br />ISSUE - Presentation to Council outlining considerations of a <br />composting program during 1990. <br />INTRODUCTION - In preparation for the "yard waste" season <br />Attachment Aoutlines some of the directions involved. <br />ALTERNATIVES <br />PROGRAM OPERATION <br />1. Honor System - 1 container per week - central <br />location. <br />2. City supervised of option 1 (part time). <br />3. Contractor operated. <br />FINANCING <br />1. Recycling fees (increase to extent needed). <br />2. Per drop off (bag/load/etc.) <br />The currently anticipated program would be for Orono residents. <br />(If appropriate cooperative arrangemetns could be made with Long <br />Lake, Minnetonka Beach and Spring Park.) As no intensive <br />composting is anticipated the waste would turn to black dirt in <br />about 3 years. <br />Staff is currently working to determine costs for the program of <br />the various alternatives which will be presented when completed. <br />Any questions, thoughts or comments are appreciated.
