council direction is that this area would also pay itself. City <br />staff have investigated the availability of project funding from <br />other sources, and we believe we have exhaused all avenues with <br />no success. However, if residents are aware of specific sources <br />we would be happy to pursue those leads. <br />PETITION/APPEAL WAIVER PROCESS <br />If you are interested in having the sewer project go forward <br />at the cost indicated, please sign the appeal waiver and petition <br />enclosed and return as early as possible. If the project goes <br />ahead, you will have the right to appeal only the amount in <br />excess of the estimate on the form. If the project costs more <br />than that figure, you will be requested to pay the higher amount. <br />However, if the project costs less than the estimate, your cost <br />will be similarily reduced. <br />The City Council will proceed to the next step, ordering <br />plans, specifications, and bidding, if at least 70% of the <br />property owners agreed to sign the waiver. The cost of ‘;he <br />"plans and specifications" step is approximately $20,000-$30,c00. <br />If there is not significant interest in the going ahead, <br />this step would likely not be undertaken. <br />If you are not interested in the sewer system, it would be <br />helpful, although not mandatory, if you would indicate that by <br />returning the waiver unsigned and indicating that you are not <br />interested. <br />If you are in one of the two areas where a lateral at this <br />time would be optional, but you agree to accept the trunk charge <br />of ;*6,500, please indicate that by selecting that option on the <br />appendix in your packet. <br />If the project is bid, the City will then hold a public <br />hearing for the special assessment and based on that hearing the <br />Council will decide whether to adopt a special assessment. Note <br />that the City could adopt a supplemental assessment should the <br />project costs come in greater than the original assessment. If <br />the special assessment is adopted, the City will then wait the <br />legally required 30 day appeal period. Based on the extent of <br />appeals, the City Council will then determine whether it is <br />appropriate to order the project in. <br />SOME PlitAL THOUGHTS
