82B9.1INQUIRIES AND RESPONSES <br />STUBBS BAT INFORMATIONAL MEETING <br />JULT 27, 1989 <br />ORONO HIGH SCHOOL AUDITORIUM <br />At the infor-aational meeting that was held on July 27, 1989, <br />approximately 33 property owners were present together with <br />Councilmember J. Diann Goetten and members from the staff <br />including Michael Gaffron, Glenn Cook, John Gerhardson, Jeanne <br />MabUith and Mark Bernhardson. Following an introduction by the <br />City Administrator, Michael Gaffron gave an overview of the Waste <br />Management Study, outlining each of the alternatives and the <br />merits and pitfalls of each of those alternatives. This was <br />followed by a presentation of the sewering option as far as <br />layout and expense presented by Glenn Cook. Following this <br />oresentation general questions were taken. The following <br />rep. .-sents the significant questions that were raised and <br />responses given to those. (As these are paraphrased they may <br />encapsulate two or three questions that were asked together with <br />their responses and are not necessarily in the order in which the <br />questions were asked.) <br />1. Is there not a law that requires that the property owner be <br />required to pay only the amount of benefit to the property? <br />Minnesota special assessments are limited to the benefit <br />(increase brought about by the improvement) to that property. <br />The City is cognizant of this law and is structuring the <br />amount of actual special assessment to be equal to or less <br />than the expected benefit tc the great range of properties. <br />The balance of the cost will be covered by a connection <br />charge. There is a possibility the connection charge can be <br />financed by the City over the same term as the assessment <br />which is expected to be 15 or 20 years. <br />.• i <br />I-
