Outline process steps for Council to consider if this is the <br />appropriate route to go. <br />2. Provide opportunity for review of the letter and draft <br />petition prior to its transmittal to the area. <br />3. Present information relevant to any City contribution to the <br />project in advance of the letter being transmitted. <br />4. Present Council with letters requesting exemption from the <br />Stubbs Bay project. <br />INTRODUCTION - At the last Council meeting information was <br />pr'^vided as a follow-up to the January 30, 1990 meeting with the <br />r^ :Idents of Stubbs Bay. <br />DISCUSSION - In addition to the discussion of issues outlined in <br />Attachment A the purpose of this memo is to expand further on the <br />history of past projects and the City's level of financial <br />assistance in them. <br />Going back to the 1960's when sewer was first introduced into <br />Orono there have been ten bond issues covering 21 sewer project <br />areas. <br />In all these projects except for the 73-1 project, the projects <br />were projected to be paid by funds from the project area. The <br />exception in 73-1 was made in two respects. One was the bond <br />issue included the acquisition of capital equipment for the sewer <br />system and the second having the City paying for assessments on <br />lots that they did not want to have developed. (The alternative <br />was to shift the entire cost of these undeveloped lots back onto <br />the rest of the lots in the project but the determination at the <br />time was that it would not be fair to the residents.) <br />The second category are reductions after the initial assessment. <br />This did take place in three projects as follows: <br />I
