LMCD Memo Dated 1/26/90 <br />ISSUE <br />1, Discussion of the draft review responses from LMCD. <br />2. Update on the process for consideration. <br />INTRODUCTION - At the Council's January 22, 1990 meeting they <br />were presented with the draft on funding and indicated that the <br />Orono LMCD representative, JoEllen Hurr would be available for <br />the February 12, 1990 Council meeting. <br />The Intergovernmental Relations section is currently in draft <br />stage. The principal consideration is the size of the Board and <br />who are its members. The alternatives break down in three forms. <br />1. Retain the body as it is with equal representation on <br />the Board by each of the 14 communities around the lake <br />with no off lake representation. <br />2. Policy Board consisting of an expanded Board moving <br />from 14 to 18 which included representation from off <br />lake. <br />3. Reformating the Board to a 9 member Board consisting <br />of one representative from each of the five zones on the <br />lake together with representation from 4 agencies off <br />the lake. <br />The concern related not only to the number on the Board and the <br />equal representation as it relates to funding, but if funding is <br />to come additional sources off the lake, the level of their <br />representation. Attachment A's discussion of management <br />structure indicates that 2 is the presently endorsed direction. <br />This relates to the funding draft discussed in Attachment B. <br />DISCUSSION <br />Issue #1 - LMCD Discussion of Dra^ Responses - As indicated last <br />time a“r"ev iew response was being prepared for the LMCD <br />h
