As staff advised, <br />we have no legal authority to enforce previously agreed upon <br />conditions for the operations of marinas without a current <br />license that sets forth those special conditions. New review <br />procedures and ordinance amendments are needed to affectively <br />deal with land issues that face the City with yearly operations <br />of marinas. It is apparent that this will not be accomplished by <br />the 1990 season. <br />Staff will review the application information, the status of <br />any reported violations, and any plans for improvements by a <br />marina within the 1990 season. At that time staff will make a <br />recommendation as to an appropriate interim review procedure. <br />TO: Mayor Grabek & Orono Council Members / <br />FROM: Mark E.
