Navarre Redevelopment Plan Page 2 <br />STAGE II will be divided into three phases and will build on the findings of STAGE I. This stage is <br />intended to be a more detailed study, identify'uig specific land uses, potential building scale and <br />locations, and will result in a Redevelopment Master Plan. This stage will also outline specific <br />imple.mentation strategies including; comprehensive plan and zoning amendments, design standards, <br />and development incentives such as Tax Increment Financing. <br />The following work program is proposed for your consideration; <br />stage I <br />phase I: RESEARCH AND .ANALYSIS <br />1. Conduct meetings with City Administrator. Consulting Engineer, and other staff to gather <br />background data and current information, and to identify key issues involved in the planning <br />studv.# <br />2. Secure information pertinent to the development of base maps, to include the following items: <br />section maps, aerial photography, soils information, existing topographic information, vegetation, <br />land :se. zoning. This wiU'also include locations of utilities and easements as may be available. <br />3. Prepare base maps of the study area at a scale of l":100 ’ for use in analysis and conceptual <br />planning. <br />4. Inventory' and analyze such development factors as slopes, drainage, vegetation, and other <br />environmental issues. <br />5. Review findings frcn; Ph.a.se ! 'vith CITY staff. <br />2. Prepare a memorandum summarizing the research and analysis done as outlined above, and <br />present the information to a joint Planning Commission and City Council workshop. <br />3 Based on input from City council and Planning Commission prepare a draft set of goals and <br />objectives to guide the work to be conducted in Stage ff. <br />Djhlgrtn. bharClow. and Uban.
