February 7, 1990 <br />Municipal access will be fix at existing levels when density 7.0 acres per boat <br />is reached. The frontage foot rules will be reviewed to determine of more <br />restrictive ones are needed. <br />At density 6.0, further growth of access at multiple docks must be linked to <br />development of additional anchorage opportunities (similar to the north side of <br />Big Island, but on a smaller scale). A program to eliminate grandfathering at <br />municipal and homeowner association docks is initiated. Further restriction of <br />boat storage rules will be examined. <br />At density 5.0, there will be a policy of no growth on all forms of access. <br />Grandfathering of storage will be eliminated and further restriction of all <br />forms of access will be reviewed. <br />Other management objectives for access include: <br />1. u*:ing zoning of the lake (as cities use zoning on land) to implement <br />the access controls, <br />work with the cities to optimize winter access over public lands, <br />improve regulation of ice houses, <br />cooperate with state and regional agencies to obtain funding for the <br />program of adding additional car/trailer parking at public access, and <br />implement a program of remote parking with shuttle service as needed <br />at new public access points on the lake. <br />2. <br />3. <br />4. <br />5. <br />Management of recreational use of the lake employs the same concept as lake <br />access controls. The increased regulation of use begins with designating and <br />creating anchorages and destinations for boaters, implementing a boating <br />education program, limiting boat wakes, and restricting the use of personal <br />watercraft. The legislative program for licensing boat operators and titling <br />and registration of boats is provided. <br />At density 7.0 acres per boat the more restrictive regulation includes <br />reviewing speed limits, use and storage of boats on individual bays, and <br />maximum length for boats. A certificate from an approved beater education <br />course will be required to operate a boat on the lake if the legislature fails <br />to initiate a boat operator license program. Ultralights will be restricted <br />from using the lake's surface. A study of conflicts will be conducted. <br />Finally, emphasis on anchorage opportunities, or destinations, continues. <br />At density 6.0 and 5.0, use restrictions between 10:00 am and 6:00 pm on <br />weekends and holidays are increased. Anchorage opportunities continue to <br />increase. <br />Other management objectives to be implemented as soon as possible include: <br />1. seeking legislative authority over parking, hard cover and sanitary <br />facilities at any facility that requires a multiple dock license, <br />develop a plan for controlling dock use areas under various water <br />levels, and <br />review buffer zones, speed limits and quiet water areas from time to <br />time. <br />2. <br />3.
