a. ) The width of the paved roads depending on the number <br />served, which can be more easily dealt with as public <br />streets. <br />b. ) The governance of right-of-ways. <br />c. ) Public and private roads right-of-ways as noted on <br />Attachment G. <br />d. ) Maintenance of those roads and the means to enforce <br />maintenance and upkeep. <br />e. ) The speed limits and the ability to enforce traffic <br />regulations. <br />f. ) Ability of city personnel to enter upon those <br />private roads, etc. <br />g. ) The need at subdivision for creation of homeowners <br />associations, the filing of those covenants and other <br />necessary documents there to. <br />h. ) Different homeowner associations on connecting <br />private roads as to maintenance. <br />i. ) The feeling of homeowners that they should be able <br />to do as they please on "their private roads." <br />Attachment B gives a rough indication of some of the problems and <br />places were there are multiple driveways off a common artery but <br />without any street designation. Attachment H represents an <br />inventory of the current number of private roads. <br />CONVERSION TO PUBLIC STREETS - The costs entailed in a conversion <br />are three fold. <br />Capital costs to meet city street standards <br />Ongoing snowplowing maintenance <br />Ongoing street maintenance for patching & sealcoating <br />It is suggested that because of the variation and caliber of the <br />streets being built to standards that varied or did not exist in <br />the past, that a condition for any conversion be that the street <br />be brought up to city street standards and that the cost of <br />analysing that together with the actual cost of fix up and <br />inspections would be borne by the homeowners or their <br />association. <br />Street Plowing and Maintenance - The ongoing street plowing if <br />all the private roads were converted to public streets would <br />entail the addition of one person plus an additonal vehicle for <br />the plowing fleet. This is estimated to have an annual cost of <br />approximately $35,000. It is expected that this additional <br />person would probably not need to be added to staff for a year or
