The committee also received a letter from the City of <br />Waysata stating the City Council has approved the project. <br />The Minnesota DNR has given written notice recommending an <br />Environmental Assessment Worksheet (EAW). The Environmental <br />Quality Board (EOB) response is pending. (Subsequent to this <br />meeting tlie EOB agreed than an EAW is mandatory. <br />Reese moved, Boswinkel seconded, recommendation to the Board <br />to approve the Special Density and New Dock License for the City <br />of Wayzata, subject to the EAW Worksheet and Board approval of <br />the amendment to LMCD Code Section 2.05, Subd. 4. Motion carried <br />unanimously. <br />4. City of D« )|>haven Special Density and New Dock License <br />application and <:.nvironBental Assessment Worksheet (EAW) Review <br />The committee received an application for a Special Density <br />and New Dock License for the City of Deephaven proposing the <br />following increases: <br />Carson's Bay - Boat Storage Units from 102 to 141 <br />Water Storage Units from 121 to 186 <br />St. Louis Bay - Boat Storage Units from 153 to 172 <br />Water Storage Units from 176.5 to 222.5 <br />The Executive Director submitted an evaluation of the <br />application indicating items not completed on the application <br />along with a listing of variances and the need for an EAW. <br />Grathwol noted this is a comprehensive application and <br />opened the discussion to air questions and comments to give <br />direction on how to work out the details. <br />Gerald Laugh 1in. Chair of the Deephaven Boat Committee, and <br />Richard Brown, CounciJiit*.'mHer, were present <.o represent the City. <br />Laughlin stated the My currently has 292 facilities available <br />to the residents, ail rented, and 375 names on their waiting <br />list. Responding to questions from Hurr, Laughlin stated very <br />few riparian owners rent a city dock or mooring. Their ordinance <br />prohibits any one individual having a buoy and dock although a <br />buoy user has the right to also rent a slide or canoe rack. The <br />City issues permits to tlie property owner, whether they are the <br />resident or not. <br />Laughlin stated tliey are removing nine buoys which will open <br />up additional water space. <br />Bjorlin, Babcock and Hurr commented that the fees did not <br />accompany the application. Laughlin explained the fees will be <br />authorized at tlie next City Council meeting. The Executive <br />Director reported the City has paid its 1990 dock renewal fees of <br />$4,160.
