Mabusth, Building & Zoning Administrator July 21, 1989Subject: Criteria/Standards for Driveways^ Roadways (Public & Private)Intent of Meno -At the July 10, 1989 meeting of the Council, staff was asked to review the current policies and ordinances employed by the staff in the process of classifying driveways, private roads and public roads. In addition, staff was asked to review the standards that govern the various levels of improvements for driveways and roadways.Conprehensive Management Plan -Please review Exhibits A, Pages 1 through 7, pertinent <br />sections of the Comprehensive Management Plan (CMP) and Section <br />11.03 (C) of the subdivision chapter that sets forth the written <br />framework of the Transportation Plan of the City. In general, <br />the policy limits the creation of new publically maintained roads <br />in the rural areas, but yet supports the expansion of public <br />roads to serve development in the urban areas of the City. All <br />new developments served by sewer and water sh^ll also be served <br />by public streets. Exceptions to this url policy would be <br />Planned Residential Developments, commerci developments or <br />sensitive lakeshore areas. Because of the topographies and the <br />low densities of Rural development, roads to serve new <br />development are encouraged to be short, dead-end roads connecting <br />to existing City street systems. Joint use of private roads will <br />be perferred over direct access onto public roadways. <br />The CMP defines local streets as public roads, 50 to 60 feet <br />in width and may or may not be dead-ended/with cul-de-sac. A <br />private road is defined as functioning as a local access street, <br />but is limited to serving 10 residential properties. The right- <br />of-way width is limited to 30 to 50 feet and may dead-end. A <br />private driveway is defined as serving 1 or 2 residences with a <br />maximum of 3 residences per driveway in rural areas only. More <br />users would require a private road.
