It is currently estimated at <br />$352,000 with the City share being approximately <br />$150,000. The expectation in order to buy the access <br />particularily to VanDale and WSI would be construction <br />either prior to or in conjunction with the 1992 safety <br />improvement. Except for granting/or paying for the <br />necessary right-of-ways it is not anticipated that the <br />owners should pay for anything additional for this <br />project. Additionally because this would sever storage <br />areas from their main plant these should be granted <br />variances for the separation because it was lost by a <br />City project. <br />Half of this project would lie in the City of Long Lake. <br />They may have indicated an interest in the alignment but <br />they do not have money nor gain much benefit by its construction. As such, it would be necessary for Orono to fund it. In order to use MSA funds the City would need to own that section of road plus the section of Willow Drive to the south in order to connect to another MSA street. (It seems a little ridiculous, but thems the rules.)O^d Crystal Bay Road to Wi 1 low/North Side - This area remains undeveloped and the alignment shown is one of only several possible ones being done for estimating purposes for MnDOT. It is anticipated that the City would get the necessary controlled access and a commitment from the Minnesota Department of Transportation to pay their share once it is to be constructed. It is felt the property owners should pay a substantal percentage of the City's share. The total project is estimated to be $372,500 in this area.W^l l^ow Road to Brown Road/No£^h S_ide - Se£ment A <br />Wi 1 low/BL~Mnhal 1 - The property owner Mr. Clifford Otten <br />has requested the right in right out or right in only <br />access from MnDOT. However, while they will allow him <br />to construct it now, they will deny further construction <br />of this in the future. Continuation of this in the <br />future after the safety project is put in place. As <br />such he will need an alternate access, which would be <br />provided by this segment. The cost of this segment is <br />$235,600 and this would be put in at the time of the safety <br />improvement. <br />Section B Brimah11/Brown - The section from Brimhall <br />over to Brown Road should await for the development of <br />the front part of the Rebers' property. As the type of <br />development on there may dictate the location of that <br />road. As is the case with the section on the north side <br />between Old Crystal Bay Road and Willow the City would <br />seek a commitment from MnDOT for future participation <br />with this project. Again the developer should pay a <br />portion of this cost which the total estimate is <br />$185,100. <br />Originally the City had estimated $750,000 for these <br />constructions based on prices two years ago. Based on this <br />proposal the City would be looking at approximately half a <br />million dollars of which a significant portion of the City's <br />share should be paid by developers on the north of Highway 12. <br />(One of the increasing costs factors was the segment in Long Lake <br />for which they probably have no funds available. If they <br />indicate their agreement with the alignment, we will seek their <br />concurrence to work with the property owners and also obtain <br />deeds for the street segments in order for Orono to use MSA <br />street funds.)
