^'E:. <br />fcv- <br />Lake Use Coounitbce November 25, 1991 <br />Reese said he was at the first seb-cominittee meeting and in <br />his judgment the cover letter is a watered down version of tliose <br />discussions. He would like to see the concerns in Foster’s <br />memorandum pre.sented in writing to the Water Patrol. Foster said <br />he wants to be sure there are additional meetings with the Water <br />Patrol to work through these additional concerns. It is his <br />belief the user experience issue needs improvement. He did not <br />intend a full discussion at this meeting. He is not comfortable <br />with the draft cover letter and would prefer a letter asking for <br />another meeting, listing the concerns. <br />Peterson reviewed the draft cover letter commenting as <br />follows: <br />Paragraph 2, Page 2. Line 5. he requested ."for moving <br />violations" be inserted after ^'.written warnin.'?". The Water Patrol <br />is not staffed for the paper work inv<.>lv»=’d in the suggested <br />follow up on all written warnings. Cochran noted the last <br />sentence indicates this suggestion is open for further <br />discussion. <br />Item 2. Page 3. amend to read: Deputies should have <br />additional sensitivity training in de.aiing with the public. <br />Item 5. Page 4. amend to read: The Water Patrol agrees to <br />work with the LMCD to develop monthly, or more often, current <br />enforcement information pertinent to Lake Minnetonka. <br />Item 6. Page 4. amend first sentence to read: Income <br />sources for Water Patrol funds charged to Lake Minnetonka were <br />Identified as approximately 34% coming from MN DNR Water <br />Racreation Fund and 66% from the County Board for a $419,000 <br />total. <br />Reports Discussion. Penn suggested adding reporting needs <br />to the contract. Reese suggested using the shift reports to <br />tabulate the basic information so more timely reports are <br />received. Foster suggested using the LMCD staff and computer for <br />data tabulation. Foster added perhap.^ it is up to the committee <br />to detail the type of information needed. <br />The executive director suggested approving the Joint <br />Cooperative Agreement and accompanying it with a transmittal <br />letter with a reference that tliere are additional items of <br />concern to be addressed by a sub-committee. He suggested sending <br />the minutes of the sub-committee meetings with the Agreement. <br />Peterson suggested including Steve Tallon, LMCD Prosecuting <br />Attorney, on the sub-committee. <br />The motion for approval of the Joint and Cooperative <br />Agfooment was re-worded to read: Fo.ster moved, tochran seconded, <br />to recommend approval of the Joint and Cooperative Agreement with <br />Hennepin County for the Sheriff’s Water Patrol services with a <br />letter Indicating the LMCD is taking into consideration ongoing <br />items of concern as addressed in the minutes of the sub-committee <br />meetings dated 10/15/91 and 11/5/91. Motion carried unanimously. <br />2
