Community Room <br />Members Present: Bert Foster. Vice Chair. L'eephaven; David <br />Cochran. Greenwood; Robert PilLsbury. Chair. Minnetonka; Thomas <br />Reese. Mound; Douglas Babcock, lipring Park, Tom Penn. Tonka Bay. <br />Also present: Captain Larry Peterson, Sheriff’s Water Patrol: <br />Rachel Thibault, Administrative Technician; Eugene Strommen, <br />Executive Director. <br />The meeting was called to order by Pillsbury at 4 --3U p.m. <br />FletchersA. Special Event Renewal Application for Lord <br />Broomball. . +1Foster moved, Babcock seconded, to recommend renewal or trie <br />Special Event application for Lord Fletchers Broomball, noting <br />the application was received to meet the due date wliich was prior <br />to the fee increase adoption therefore recommending that the old <br />fee schedule apply. Motion carried unanimously. <br />B. Joint and Cooperative Agreement with Hennepin County for the <br />Sheriff’s Water Patrol Services. <br />The committee received a draft of a cover letter to <br />accompany the Agreement. The cover letter was prepared by <br />Cochran and the executive director following two meetings of the <br />sub"Committee appointed to study the Agreement. <br />Foster presented a memorandum to the committee detailing a <br />number of items which he feels need further discussion. Cochran <br />asked for approval of the draft cover letter, stating there is <br />agreement to meet periodically with the Water Patrol to verbally <br />bring up the issues raised by Foster. j ♦ <br />Foster stated he supports the Agreement and moved its <br />approval, Cochran seconding the motion. <br />The committee proceeded to discuss the cover letter draft. <br />Cochran said the cover letter intent is to address the <br />concerns expressed by Board members and citizens. oster <br />expressed his concern that the Board is not fully informed on the <br />Water Patrol activities and there is a need to more address <br />the comments in his memorandum. Foster suggested the Board <br />members will become better informed by accepting the offer to <br />ride along with the deputies on a Lake duty shift. <br />Probable Cause: Peterson listed some of the more frequent <br />reasons for making a stop such as no lights. no registration <br />numbers, coining too close to another boat at high speed. high <br />speed in a quiet water area and excessive use of a spot light. <br />These are violations which give the deputy a probable cause for <br />stopping a <br />whether the <br />noted that <br />boat and also offer the opportunity to determine <br />bperator is under the influence of aioolioi.
