F <br />^4' <br />Water Structures and Environment Committee November 16, 1991 <br />with <br />run <br />for <br />the <br />Grathwol sees the need to educate everyone about the <br />problem. While he sees the chance of success as minimal, <br />everyone must be asked to help, change their attitud-^s. get them <br />all to talk about it - it is going in t{ie right direction. <br />Cochran acknowledged there could be a problem <br />Implementation, but he would like to .see a plan, perhaps <br />through the EWM Task Force, and presented to the Board. <br />Cochran moved, Babcock seconded, to forward the concept <br />a proaction plan designed to prevent the introduction of <br />Zebra Mussel into Lake Minnetonka to the Board for discussion. <br />Motion carried. <br />The executive director reported tl>e Minne.sota Lake <br />Management Federation appointed a steering committee which meets <br />on 11/16 to deal with exotics. This el fort will bring in the <br />whole state. Radical changes are needed. That group will <br />welcome public agencies to bring out the costs (dollars, <br />inconvenience and sacrifice) and determine the public’s <br />willingness to support it. Babcock added that if there were <br />enough money to cover the costs there may not be tlv= negative <br />reaction expected from the public. <br />Foster moved, Pillsbury seconded, that the LMCD Environmer.t <br />Committee direct the executive director to present the conceptual <br />plan to prevent the introduction of Zebra Mus.se 1 into Lake <br />Minnetonka to the Minnesota Lake Management Fedorati';>n as an <br />indication of the committee's concei'n -about Zebra Mu.s.sel and that <br />this is one method being contemplated for the protecti'.*n of Lake <br />Minnetonka. In 1990 <br />ownership changed from a private yacht club facility to a public <br />restaurant, the Excelsior Park Tavern. When operating privately <br />as the Excelsior Bay Yacht Club (EBYC) there were .3L‘ transient <br />slips. The EBYC applied for a reconfiguration of the dock with <br />eight additional slips. They were granted approval of 40 slips. <br />26 for overnight storage rental, 10 transient and 4 for charter <br />boats which would boai*d and discharge passengers as well as <br />docking overnight. The license was conditioned upon furnishing <br />specific amenities. An Environmental Assessment W«.irksheet was <br />prepared. The City of Excelsior denied the use of slips for <br />boarding and discharging charter boat passengers because of a <br />lack of sufficient parking.
