Reduce the total number of access points to just a few <br />higher quality accesses. There are 26 accesses listed in the <br />Arndorfer report. This plan would propose blocking off all <br />except long term accesses and spread the accesses around the <br />Lake. There would be about 6 high quality accesses with parking <br />or shuttle buses. <br />2. Man these accesses up to 24 hours a day depending upon <br />the access, the season and the weatlier. Block tliem off during <br />periods that they are not manned. <br />3. License cooperating marina.s and car washes, to operate <br />an approved system for boat cleaning that will clean.se a boat of <br />any potential for introducing the mussel to the lake. <br />4. For a fee. boats to be launched are cleaned. and a <br />certificate issued. <br />5. Certificates are turned in at launch points. certifying <br />that the boat has been cleaned x>/ithin a specified period prior to <br />launch. The certificate would be valid for launcliing only on the <br />day issued, details to be worked out. <br />6. Process applies to all boats to be launched in the lake, <br />including lakeshore homeowners. <br />7. Boats are checked at access points for milfoil when <br />leaving the lake. <br />8. Restrict live bait use in tlie lake. Foster added that <br />the DNR controls where the water for bait tanks come.s from. <br />9. Greatly increase the number of available boat rentals of <br />all types. <br />10. Increase the number of rental slips on tiic lake. <br />Reese said he has developed the plan in response to the <br />expectations of a number of groups that the LMCD will come up <br />with a plan. Rendall is developing a plan to control exotics <br />from the source. Rendall encourages development of a plan by other <br />organizations. Reese proposed di.scussion by the committee and <br />forwarding the draft to the Board. The goal would be for tiie <br />Board to instruct staff to finalise a plan to include staff, <br />dollars and timing. ... . j <br />Slocum noted the added problem of the mussel being carried <br />into the lake by water fowl and float planes. <br />Babcock acknowledged the good thinking behind proacti«pn. <br />He believes the plan would reduce the risk of large infestation. <br />Penn sees the need for a pro-active stance. He recognizes <br />that there may be parts of the plan LMCD can and cannot do. It <br />is preventative maintenance. <br />Foster said controlling the zebra mussel is more difficult <br />than milfoil. He believes there has to be a weighing of the <br />nature of the disaster with the radical nature of prevention as <br />the draft plan proposes. He sees milfoil as a greater problem <br />than zebra mussel. He questioned the cost of 24 hour access <br />inspections. Foster also expressed concern about the fishing <br />tournaments and suggests inspection and treatment should be <br />required in their special event permit provision. He is also <br />concerned about funding being taken away from the milfoil <br />program.
