Jt appoars LHCD <br />doesn’t have the power. They want their own p'ower to hire and <br />fire their own members. If the Board has this rov»er, it would <br />only be a self-serving body, tending to take out a member who <br />does not agree with the majority. <br />Reese responded that this topic was discu.ssed during tlie Plan <br />re*''iew, and there was not support for Waysata’s position to <br />change the wording. Reese invited the Beard to express its <br />comments on the i.ssue. <br />Grathwol pointed out that h*^ doe.s n«;>t believe that <br />deliberative body sliould give up tlie right to conti'ol its <br />members. He does not believe that that sliould be very easy, <br />the 20 years this body has existed it has never happened. <br />Grathwol added that to him it is a fundamental principal of <br />democracy in deliberative bodies tliat they mu.st liave some control <br />of its own membership. Chair Reese <br />1) Reese submitted the Eurasian Water Milfoil Tcisk Force <br />position statement on the Problem of Eurasian Water Milfoil in <br />Minnesota Lakes for consideration by the Minnesota Lake <br />Management Federation at its lU/27-29/91 annual conference. <br />Strommen explained the Federation is made up of Lake <br />Associations throughout the state and prof e.ss ional people <br />involved with local, regional and state public agencies. The <br />Federation was reactivated in 1969. The group is the only <br />existing non-profit association representing like oriented groups <br />on a state wide basis. Reese s.^iid there are other proposals <br />being developed by lake associations lo be pr* .ented along the <br />same line. <br />Don Germanson. Lake Minnetonka Lakeshore Owners Association <br />(LMLOA)t said their organisation has been viorking with the Metro, <br />Brainerd, Hubbard County and Wright County coalitions of lake <br />associations to urge the 40U-member Federation to back a more <br />extensive proposal al.so presented to the Board. <br />Grathwol moved, Hurr seconded, to support the Eurasian Water <br />Milfoil Task Force position statement on the EWH problem as <br />reflective of the LMCD Board’s concern for Eurasian water milfoil <br />as a detrimental aqu.itic plant if left uncontrolled, and to <br />encourage the MW Lake Management Federation general membership to <br />support the concept at their i.>ctober 27-29 annual conference. <br />Motion carried unanimously.
