The <br />proposal includes creation of a 50* outlot for future <br />construction of a private road. <br />Each lot has b^en tested and proved suitable for sewage <br />treatment drainfield sites. <br />The applicant contends that this should be considered a 2- <br />lot plat not subject to the requirement for construction of a <br />private road. He is proposing to serve the two new lots with a <br />single driveway constructed within the Outlot, leaving his <br />existing residence access directly onto Watertown Road. <br />Applicant has provided a conceptual plan for a future cul-de-sac <br />to serve as many as 9 lots, and staff has sketched a conceptual <br />plan showing connection to toldenvlew Drive. <br />The City Engineer requested a topographic survey of the <br />entire property, and upon receipt and review of that survey <br />recommended that applicant submit a grading and drainage plan <br />incorporating swales along lot lines, leading to a detention pond <br />in the northeast comer of the property. The Planning Commission <br />did not cosie to unanimous agreement regarding whether they needed <br />to see the final grading plan before making a recommendation to <br />Council .
