nr <br />k <br />Hearing of Pormit! Applications <br />^1-^2. Jerry Xoosman — Stormwater management plan for a <br />4-lot ainole-familv residential subdivision called "Abbewfood Two* <br />on a 51 acre site. <br />Staff Indicated that this project involves a four-lot <br />single-family residential subdivision, and recommended approval of <br />the project, pending receipt of those items noted in staff's <br />report. Mr. Eulberg appeared on behalf of the developer, and <br />indicated that the developer finds the recommendations of staff to <br />be acceptable. It was moved by Manager Lindley, seconded by <br />Manager Miller, that the permit be approved with issuance <br />conditioned upon receipt of those items set forth in staff's <br />report in a form and substance acceptable to staff. Upon vote, <br />the motion carried unanimously. <br />91-122. Mark Z. Jones. II — Stormwater management plan for a <br />12 unit townhome development called “Ramsaate To%#nhomes*. <br />Staff reviewed the history of this project, noting that the <br />development involves property located southwest of the <br />intersection of Cambridge Street and Hiawatha Avenue in the City <br />of Hopkins. Staff noted concerns expressed by the residents about <br />downstream flooding. Staff indicated that the exhibits provided <br />by the developer generally conform to the District's rules. Staff <br />expressed concern about the slope of the banks of the proposed <br />pond, and recommended that a cash surety be required to ensure <br />performance in any necessary remedial action. Staff further <br />indicated that the apartment complex, which was previously <br />developed by Mr. Jones, appears to have encroached on the present <br />site by placing an aggregate parking area along che length of the <br />west edge of the site. <br />Mr. McNeff appeared on behalf of the Minnehaha Oaks <br />Association. Manager Miller stated that he was concerned that the <br />Watershed District was being pulled into issues beyond the scope <br />of the District's jurisdiction. Manager Lindley asked for more <br />information concerning the Minnehaha Oaks Association. Mr. McNeff <br />responded that it is a non-profit organization incorporated to <br />save certain trees which would be destroyed by the proposed <br />development. <br />Mr. McNeff provided a detailed review of the development of <br />the area surrounding the proposed development, including many <br />slides of the area dating back to 1945. The slides indicated that <br />substantial amounts of area near the Oak Forest homes have been <br />covered by impervious material. Mr. McNeff also provided slides <br />which, he daisied, showed that trees have been removed from <br />portions of the proposed site, so that the site could be used for <br />parking for the neighboring apartment. Mr. McNeff also provided <br />the Board of Managers with written material summarizing the <br />Minnehaha Oaks Association's position and reproducing certain <br />UlairtOT -2-(ia/i7/si)
