Council Minutes 1/14/91 <br />C. Compensation Plan <br />Change of Title - Although the staff memos and the formal Council <br />action “reflected in the minutes of January 14, 1991 suggest <br />Weckman was hired as the Manager of the Sewerage Treatment <br />Program, in reality he was hired as the eventual Manager of the <br />Sewerage Treatment Program. After a period of time, whereby <br />staff had an opportunity to observe his i,erformance in these <br />assigned duties. During this interim period he has been referred <br />to as the Septic Inspector. I recommend Stephen Weckman be <br />formally recognized as the Manager of the Sewerage Treatment <br />Program or for the benefit of the public. Septic Manager. <br />Stephen has taken over all aspects of the program including major <br />revision of the septic code to be presented to Council sometime <br />in December or January of next year. He continues to be the main <br />contact for all new installations; he supervises and inspects <br />these installations. He has performed 600 inspections of <br />existing systems, completing 1/2 of the total systems in the <br />City, which was the goal of the department for a full time <br />employee. Stephen has also assumed the responsibility of <br />reviewing the septic test information submitted with all rural <br />subdivisions, completing the on-site inspections and completing <br />the report to the Zoning Department. <br />We continue to receive many compliments concerning Weckman's <br />ability to communicate this highly specilized information to <br />residents but most important he is beginning to record success <br />with convincing residents to upgrade substandard systems on the <br />verge of failure. I recommend a change in job title from Septic <br />Inspector to Manager of the Sewerage Treatment Program for <br />Stephen Weckman. <br />Salary Adjustment - Although Mr. Weckman's original Occupational <br />Analysis Questionaire for the full time position was designated <br />at mid-point of level 9, based on the Compensation Plan's <br />performance level chart, his postion was initiated at a level 6, <br />step 1, at an hourly rate of $11,814. I recommend an increase to <br />level 6, step 2, at an hourly rate of $12,509 to be effective as <br />of September 1, 1991, Based on direction of Council's <br />recommendation that called for a salary review in his position at <br />approximately August 5, 1991. Mr. Weckman's years probation will <br />continue through to January 15, 1992, with a recommended salary <br />review in the position scheduled for July 1992.
