7 k':.. - <br />K <br />It <br />1. <br />2. <br />3. <br />4. <br />5. <br />6. <br />7. <br />METHODOLOGY FOR EVALUATING THE IMPACT CRITERIA <br />Number of hunun resources in the corridor - the school, church, day care center, <br />library, historic structure, municipal facility and cemetery property that is wholly or <br />partially within the estimated right-of-way of each alternative. <br />The estiinated maximum ROW is as follows: <br />Urban Expressway with access control (Alt 2,2C,2D) - varies, 120 to 250 ft. <br />Urban Expressway with limited access control (Alt 2A,2B,D1,D2) - 120 ft. <br />Suburban Expressway (north and south corridors in Orono) - 350 ft. <br />Rurri Expressway (south corridors in Independence and Franklin Township) - 400 <br />ft. <br />Number of recreation resources in corridor • the park, lake, golf course, trail and <br />playfield property that is wholly or partially within the csdmated right-of-way of each <br />alternative. <br />Number of residential units/properties in corridor - the residential units on property <br />that is substantively within the estimated right-of-way of each alternative. <br />Number of businesses/properties in corridor - the businesses on property that is <br />adversely affected by the estimated right-of-way of each alternative. <br />RrtimatpH right-of-way and construction cost - the county assessor’s market value of <br />the properties identified in criteria 3 and 4 (generally assuming total taking) and the <br />affected land from Criteria 10, 11 and 12; and the construction cost estimated for each <br />alternative. The estimated construction cost is based on the following: <br />urban limited access expressway - $7 million per mile <br />urban access control expressway - $7 million per mile plus frontage roads <br />urban freeway - $10 million per mile <br />suburban freeway - $3 million per mile <br />suburban expressway - S2.75 inillion per mile <br />rural expressway - $2.5 million per mile <br />overpass for each alternative - $1.25 million per overpass <br />Accessibility (travel time) to Metro Area - based on speed limit, number of traffic <br />signals and level of service of TH 12 alternatives. <br />Appropriate highway access for local development - based on convenience of access <br />from TR12 alternative to existing and plaimed development.
