Briefly, <br />applicant intends to construct a second story aoove n existing <br />one story residence. A portion of the addition :s ovc-r an area <br />which was not previously structural hardcover. Additionally, a <br />deck expansion is proposed. <br />Hardcover prior to this project is 13.7% in the P-75' zone, and <br />50.6% (including lined landscaped beds) in the 75-250* zone. <br />Applicant proposes to reduce hardcover to oe1ow the pre-1975 <br />levels which applicant reports as 14.1% and 31.2% •, espect i vely. <br />This project was started witnout t‘e necessary ouildinn permits <br />or variance approval. v.’ork has oe n stopped since approximately <br />August 1st, although applicant was allowed to continue mechanical <br />work under a prior separate permit. <br />Planoiog CoMissioo ReconeDdatioD <br />Planning Commission tabled the initial proposal in mid Auc ist, <br />directing applicant to provide a plan that would reduce hardcover <br />to pre 1975 levels. At the Septemoer 16th meeting. Planning <br />Commission voted 3/2 to approve hardcover reductions to 7.2% in <br />the i-75* zone and 30.4% in the 75-250' zone. The m.inority <br />Planning Commission opinion v/as tnat hardcover should decrease <br />even more, to approach the 25% standard. <br />Planning Commission voted 5/0 that the applicant snould be <br />charged the after-the-fact fee for t j zoning application based <br />on a significant amount of wor< ta-'.ing place on tne site after <br />applicant was advised to stop due to the need for ■•ariances.
