Zoning File #1676 September 18, 1991 Page 2 Additional CanuBents and Planning Commission Recommendation The Planning Commission eliminated the torcspherica1 water tower design because of the safe'-y hazards associated with a ladder in the substructure design that would encourage the climbing of the tower. The interior access stairs of both the hydro pillar and pedestal designs were more suitable based on the proposed location adjacent to the school. The majority of the Planning Commission recommended approval of the hydro pillar design. Staff asked the members of the Planning Commission if the 50' setback should be determined from the base of the water tower (30' diameter) or from the basin (70* diameter). Cook advised that if the setback was to be made from the 70' diameter of the basin that this would place the water tower 10’ from the designated wetland and also require excavations of the designated wetlands to install the t wer. Cook was asked to provide a more detailed site plan locating designated wetland and proposed water tower site showing diameter of basin and base of water tower in relation to designated wetland. It should also be noted that in connection with the proposed antenna amendment to the Code that would allow the attaching of antennas to the proposed water tower, that the 50' setback may place limitations on the attaching of antennas to the water tower. As the leasing or permitting of these antennas will provide financial gain for the City, this issue should be researched further prior to final placement of tower on Citj- facility Lite. Note the enclosed resolution has been drafted such that the water tower must be placed at a minimum setback of 50' from the north property line.
