Zoning File #1676 <br />September 18, 1991 <br />Page 2 <br />Additional CanuBents and Planning Commission Recommendation <br />The Planning Commission eliminated the torcspherica1 water <br />tower design because of the safe'-y hazards associated with a <br />ladder in the substructure design that would encourage the <br />climbing of the tower. The interior access stairs of both the <br />hydro pillar and pedestal designs were more suitable based on the <br />proposed location adjacent to the school. The majority of the <br />Planning Commission recommended approval of the hydro pillar <br />design. <br />Staff asked the members of the Planning Commission if the <br />50' setback should be determined from the base of the water <br />tower (30' diameter) or from the basin (70* diameter). Cook <br />advised that if the setback was to be made from the 70' diameter <br />of the basin that this would place the water tower 10’ from the <br />designated wetland and also require excavations of the designated <br />wetlands to install the t wer. Cook was asked to provide a more <br />detailed site plan locating designated wetland and proposed water <br />tower site showing diameter of basin and base of water tower in <br />relation to designated wetland. <br />It should also be noted that in connection with the proposed <br />antenna amendment to the Code that would allow the attaching of <br />antennas to the proposed water tower, that the 50' setback may <br />place limitations on the attaching of antennas to the water <br />tower. As the leasing or permitting of these antennas will <br />provide financial gain for the City, this issue should be <br />researched further prior to final placement of tower on Citj- <br />facility Lite. Note the enclosed resolution has been drafted <br />such that the water tower must be placed at a minimum setback of <br />50' from the north property line. <br />The enclosed approval resolution has been drafted for <br />Council's review and formal action. <br />Isv
