Walker, 1310 Spruce <br />Place, Mound, MN 55364-9628 <br />Hardship & Unusual Property conditions- This property consists of <br />two platted lots which have been combined to create a single <br />homesite. The lot is high bluff property abutting North Arm. The <br />topography is steep slope down to the lake combined with gradual <br />slope away from the lake <br />The property owner found that the bluff migrates toward the <br />lake, evidenced by surface cracks in the sod. A number of <br />retaining walls had previously been installed to halt surface <br />migration. <br />Removal of such landscaping devices, while reducing <br />hardcover, would increase the rate of migration, erosion, and <br />eventually, increase the surface water flow. <br />The second issue is the saving of numerous 70-80 foot oak <br />trees on the site which provide heavy shade and retard grass and <br />vegetation growth which increases surface water erosion. The use <br />of small size landscaping rock to cover bare areas under the oaks <br />is designed to retard soil erosion. <br />The third issue is the configuration of the combined lots in <br />a modified wedge shape which constrains the location, shape and <br />form of all improvements. Sidewalks, landscaping rock, patio <br />brick and other landscape elements are designed to carry surface <br />water to sump or low areas or create sump areas while retarding <br />erosion. <br />The property abuts a 50 foot city street right-of-way (Grant <br />Street for approximately 150 feet) which is not improved and
