The style ot the rccm is meant to deal with the <br />psycho lor'ca1 processes that the police department are taking <br />people through in the event of a tragedy. <br />L. Peterson noted that there are many specialized rooms In <br />the police department. <br />Police Chief Sullivan explained that there are 16 officers <br />and 18 reserves and a large area Is needed for a total <br />departmental meeting. He felt that a collapsible wall was the <br />best solution. He noted that the department ls responsible for <br />emergency management/civil defense. Also the State has mandated <br />space requirements. <br />Boarman explained that there are few actually working at the <br />police department. but rather it is used more for a <br />housing/storage area. It is a collection/processing/housing <br />place. <br />Jabbour noted that since April 1990 the <br />administration/police building has been reduced by 20% and he <br />felt that this was a large cut. He Is hoping that the <br />construction manager will help with his experience. <br />L. Peterson noted that the Public works Director has an <br />office in the administrative building and there are two offices <br />In the public works building. She wanted to know If they were <br />necessary. <br />Gerhardson explained there are 2 supervisors who are in <br />their offices 50% of the time. <br />Boarman explained that offices for the supervisors will be <br />used for employee one-on-unes, record keeping, OSHA reports, etc. <br />There Is no planned clerk for these people so they must do their <br />own filing, etc. <br />L. Peterson asked why tfie expansion area Is so necessary If <br />Orono is not going to grow that much more. <br />Boarman noted that the expansion areas represent services <br />which are now being purchased through consultants. <br />L. Peterson felt that when growth slows <br />many people. <br />we will not need as <br />Qoetten maintained that when the growth tops out there will <br />still be a need to work with surrounding communities as the <br />service level Is getting to a point that cities cannot always <br />take cere of themselves because of the cost and it is becoming <br />uneconomical for some cities to manage, and there could be a <br />Boaelblllty in the future that as cities contract services as we <br />do« there could be more of that. Cities lay have to share <br />services or contract. <br />12
