Subcoimnittee report on license and permit fee study. <br />Thlbault has prepared a list accounting for $01,000 in foes <br />collected for 1991. She will put together proposed increases in <br />fees for the various license applications in $10,000 increments <br />to result in a maximum total net increase of $50,00U. Cochran <br />asked for a comparison with fees charged by other agencies such <br />as the Watershed District (MCWD), DNR and the cities. <br />5. Sub-committee report on policies and procedures. <br />The committee has met to review policies and procedures <br />governing the various licenses and permits. The committee will <br />coordinate their work with the fee committee. <br />6. Staff report on inventory of 3 and 4 boat storage at docks. <br />Thlbault reported she has located 107 docks with three or <br />matercraft, which includes 23 docks with over four <br />watercraft. Some of the docks counted are those with 1 or more <br />P0j»3on^i watercraft. The committee will meet on Wednesday, 0/14 <br />at 6 a.m. to discuss Thlbault's figures. <br />Grathwol noted private party advertisements appearing in the <br />newspapers offering dockage for rent. He suggested a procedure <br />be developed whereby anyone renting must register with their city <br />to verify city zoning compliance. The registration should require <br />the license numbers of the boats docked and the property lake <br />frontage measurement. <br />Cochran and Foster volunteered to serve on the 3 and 4 Doax <br />storage committee. <br />7, -f report on multiple dock license inspections <br />Thlbault reported that over half of the multiple dock <br />license inspections have been conducted. Host licensees are in <br />compliance. A violation frequently encountc-ed is une storage or <br />boats along the walkways in unlicensed locations. ... « <br />Thlbault said Lord Fletcher’s has 61 dock slips instead of <br />56 shown on the site plan. A new site plan has been requested. <br />Thlbault noted there are ice machines, pop machines &na <br />vacuum cleaners on the gas docks, in violation of Code Section <br />2.12, Subd. 2,d, yet are provided as amenities, in some jsses to <br />meet license requirements. Grathwol said that will be forwarded <br />to the policy and procedure subcommittee. Bjorlin suggested a <br />fire marshal be asked whether a hazard exists when there are <br />electrical devices, near gas pumps on the gas docks. <br />** ^eM ^noted^ that high visibility lights anoh as high <br />pressure sodium lighting, are prohibited on multiple <br />coBunercials docks under Code Sect. 2.U3, Subd. 12, whereas the <br />is no prohibition governing lights on residential property. <br />1 <br />i
