Subcoimnittee report on license and permit fee study. Thlbault has prepared a list accounting for $01,000 in foes collected for 1991. She will put together proposed increases in fees for the various license applications in $10,000 increments to result in a maximum total net increase of $50,00U. Cochran asked for a comparison with fees charged by other agencies such as the Watershed District (MCWD), DNR and the cities. 5. Sub-committee report on policies and procedures. The committee has met to review policies and procedures governing the various licenses and permits. The committee will coordinate their work with the fee committee. 6. Staff report on inventory of 3 and 4 boat storage at docks. Thlbault reported she has located 107 docks with three or matercraft, which includes 23 docks with over four watercraft. Some of the docks counted are those with 1 or more P0j»3on^i watercraft. The committee will meet on Wednesday, 0/14 at 6 a.m. to discuss Thlbault's figures. Grathwol noted private party advertisements appearing in the newspapers offering dockage for rent. He suggested a procedure be developed whereby anyone renting must register with their city to verify city zoning compliance. The registration should require the license numbers of the boats docked and the property lake frontage measurement. Cochran and Foster volunteered to serve on the 3 and 4 Doax storage committee. 7, -f report on multiple dock license inspections Thlbault reported that over half of the multiple dock license inspections have been conducted. Host licensees are in compliance. A violation frequently encountc-ed is une storage or boats along the walkways in unlicensed locations. ... « Thlbault said Lord Fletcher’s has 61 dock slips instead of 56 shown on the site plan. A new site plan has been requested. Thlbault noted there are ice machines, pop machines &na vacuum cleaners on the gas docks, in violation of Code Section 2.12, Subd. 2,d, yet are provided as amenities, in some jsses to meet license requirements. Grathwol said that will be forwarded to the policy and procedure subcommittee.
