fV '
rT'
I-
HINUTSS OF THE ORONO PARK COMMISSION MEETINO HELD ONAUGUST 6. 1991
ORONO SEWER POND PROPERTY cent.
Wilson indicated that sene of nha p.ans she” tne *ines
through lands not currently owned by the City.
Chairman Flint noted that Plan 44 :attachea to the minutss
as Exhibit 4) would bring the road to tr.c east eogc of t-.e pon-
for access to the rear sites. This plan would require filling to
meet the 2 acre minimum.
Plan #5 (Exhibit 5) proposes to run the road behind the
sewer plant on a very narrow easement for the road.
Brad Peterson of 2160 Shevlin Drive questioned if the
"remark” notice on the map indicated removal of the di/.e.
Wilson agreed that it did.
Chairman Flint explained Plan #6 (Exhibit 6) would bring the
road to the east of the property.
Mr. Peterson noted that the City has been using portions of
this site for dumping of asphalt, debris, etc. and doubted very
much if it would pass any type of soil boring test ror
buildebility.
Chairman Flint explained that Plan (Exhibit 7') is a copy
of 1940 aerial and gives a feel for the configuration o.. t..e
land prior to the sewer pond being built.
Mr. Peterson noted that he recently read in the newspaper
that the City is placing a moratorium on all lakeshore
development and asked how this would affect this property.
John Shardlow, of Dahlgren Shardlow and Uban, explained that
the City is currently looking at amendments to their shoreland
regulations and is developing a model ordinance to adopt in
cooperation with the DNR's regulations. Orono wants to be more
restrictive than surrounding lakeshore communities. Currently
the ordinary high water mark (OHM) has not been established for
certain lakes within Orono. If French Lake is indeed one of
those lakes, then the City would look to the DNR for help in
determining the OHM for that lake, which essentially affects the
sewer pond*property.
Chairman Flint noted Plan #8 (Exhibit 8) shows a plan of the
facilities that has been chosen for the site.
Plan ♦! (Exhibit 1) shows property to the north partly
developed with outlets going east/west and north/south. There is
iilso a cul”de—sac which connects from Fox Street.
r'..fe-.
.7 .1.;;
