He noted that if this is <br />done and the permit granted. the decision could not be -"oversed <br />later. <br />Callahan noted that the mortgage commitment can be redone <br />and that zoning matters take precedent. He felt that ' ...'icil <br />should uphold the action of staff. <br />Walker noted that in reference to tne plastic liner, they <br />would be willing to remove it. <br />Callahan explained that Council is very reluctant to grant <br />permission to obtain the building permit without an approval <br />recommendation from the Pl.anning Commission. <br />It was moved by Callahan, seconded by Jabbcur. to uphold the <br />staff decision to deny issuance of a building permit for John <br />Walker, 1310 Spruce Place, until an approval recommendation from <br />the Planning Commission is given. Ayes 4. nays 0. <br />(#12) MCCULLEY ROAD BIO AWARD <br />It was moved by Butler, seconded by Jabbour. to award the <br />bid for the McCulley Road Storm Sewer Project to Bituminous <br />Construct1o.I and Contracting for an amount of $30,569.75 and that <br />the funding will be used from the Municipal State Aid Fund (MSA). <br />Ayes 4, nays 0. <br />(#13) STUBBS BAY FEASIBILITY STUDY <br />Cook explained several modifications to the Stubbs Bay Sewer <br />Project, which are: inclusion of Oxford Road and Cygnet Place to <br />expand to the Stubbs Bay northwest and northeast areas; <br />development of trunk system consisting of lift stations and <br />forcemein stations from Tonkawa to Leaf Street; and tne additions <br />of a trunk line near Cygnet Plsce rather than a gravity which <br />would be difficult because of the topography. He informed the <br />Council that unit costs range from flO.570 to 20.320. This <br />figure does not include all of the properties in the northwest <br />area because ^f possible combinations. <br />Callahan noted that since the report hao not been made <br />available to residents in the area prior to the riveting. this <br />matter should be tabled. He felt copies of the report should be <br />tent to all affected property owners. <br />8
