Several of the conditions <br />set forth in approving the conditional use permit have been <br />adopted from recommendations by Ms. Page. <br />Review of Current Implication - <br />The applicants , * ouose a day use recreation area o’/t :-d i <br />Minnesota corporation. The activities cited by Mr. Jud -i. .;ec:x <br />to be consistent with all standards set forth in the RS .iir rict <br />code for a day use recreation area. Staff can confirm th.a upon <br />an inspection of the facility during the winter months, tlv t the <br />majority of those standards wer“ satisfied by the association. <br />The need for a phone has been met. Phones have been installed <br />within the interior of the cabin and in a three season porch that <br />remains unlocked throughout the year. Both septic inspectors <br />have made an inspection of the facility this summer and noted no <br />problem with the existing septic system. The use has not <br />involved intensified development of the property and there is <br />adequate undisturbed area available for suitable on-site septic <br />use. The septic inspector will also be advised that this <br />facility should be inspected or monitored on an annual basis and <br />this action shooll be made a condition of this approval. <br />Staff has reviewed the level of use propose ’ for overnight <br />campiiig with the applicants. The applicants have advised that <br />the cabin is sometimes use for overnight use and that two <br />families have been known to tent at tha facility. Based on the <br />level of use, we would classify this as occasional overnight <br />camping and covered by code under the current day use conditional <br />use permit. <br />A cyclone fen e has been installed along the steep banks of <br />the cliff tn provide safety. The City would recuire this fencing <br />if the apr'ication is approved for day use reation. This <br />would h- consist with what was required cf the Bin Island <br />Veteran s Camp ^ay use t.-jation cortditioni 1 use permit. <br />r-.
