Briefly, <br />the applicant requests variance/conditional use permit approval <br />for land alteration Involving a designated wetland in the Navarre <br />area. This wetland area served as a neighborhood dumping ground <br />for decades, and part of the applicant's intent and work to date <br />has bean removal of debris from the perimeter of the wetland. <br />Additionally, he proposes to excavate a 1/2 acre pond within the <br />1.5 acre designated wetland area. <br />The proposal includes construction of two 3-1/2* high, 100* <br />long retaining walls at the northwest and southwest corners of <br />the property, and spoil disposal within the property boundaries. <br />The City Engineer has reviewed this proposal in detail and has <br />determined that from a storm water management standpoint, the <br />proposal as revised will meet all pertinent storm water <br />management requirements. A conservation and flowage easement <br />will be required over the entire wetland area defined by <br />elevation contour 931.5, plus a 15* wide easement extending to <br />the 8* FVC culvert at Navarre Lane. <br />The applicant has discussed this project with the Army Corps <br />of Bnaineers and he notes they have advised him that this wetland <br />work is of a low enough magnitude that it would be covered under <br />a national permit. The city has received no written <br />documentation of this from the applicant or the Corps. <br />This wetland is not a DNR protected wetland. <br />The Minnehaha Creek Watershed District has reviewed the <br />application on a preliminary basis but has not granted final <br />approval pending City approval. Ron Quanteck of the Watershed <br />District indicstss that there do not appear to be major iaauea <br />with the project. <br />1
