I <br />i. <br />!• <br />Council Member introduced the following resolution <br />and moved ita adoption: <br />A RESOLUTION DECLARING THE NEED FOR AND ESTABLISHING A <br />HOUSING AND REDEVELOPMENT AUTHORITY <br />IN CITY or ORONO, MINNESOTA <br />Pursuant to a resolution adopted by this Council on the 24th day of June, <br />1991. a hearing has been held by the City of Orono, Minnesota, to determine <br />the need for t Housing and Redevelopment Authority to function in the City. <br />WHEREAS, Minnesota Statutes, Section 469.004, creates a Housing and <br />Redevelopment Authority in each City in this State and provides that such an <br />authority shall not transact any business or exercise any powers until the <br />Sovemlng body of the City by resolution, finds that there is a need for a <br />(jlty •uthority to function in th€ City; and <br />WHEREAS, facts have been submitted to this body at a public hearing <br />showing there is a need for a Housing and Redevelopment Authority to function <br />in the City of Orono, Minnesota, <br />NOW THEREFORE BE IT RESOLVED by ' ’ '^ity Cc -cil . the City of Orono, <br />Minnesota, that the folt:r.-ing are found determined and declared: <br />(a) That there is a need for development and redevelopment within the <br />boundaries of the City of Orono to improve the tax base and to <br />improve the general economy of the City and the State of Minnesota; <br />and <br />(b) That areas within the City are potentially more useful and valuable <br />than has been realised under existing development and that they may <br />be less productive because of the laclc of proper utilisation and <br />investment, and consequently are not contributing to the City’s tax <br />base to full potential; and <br />(c) That substandard, slum or blighted areas exist in the City which <br />cannot be redeveloped without governmental assistance; and <br /><d) That there is a shortage of decent, safe, and sanitary dwelling <br />accomodations available to persons of low income and their families <br />at rentals they can afford; and <br />(e) That there is a need for a city housing and redevelopment authority <br />to function in the City.
