A better arrangement is to use remote parking <br />with shuttles as reqtured. The level of existing shoreline development poses difficult trade-offs: expansion <br />of parking lots displaces existing traditional uses. As new parking areas are dex eloped, an operating plan <br />shall dt'veloped which includes the cortditions under which the ramp andlor parking lots may be <br />closed. <br />While these factors present difficulties to implementing a solution to the parking situation, the best course <br />is to manage boat access more like the National Park Service. Pedlar parking lots must be blocked <br />off when fiiU, and then to let one vehicle in for each that leaves. Another needed control is to rigidly <br />enforce parkin^ regulations through citation and fine. These examples provide guidance for dei ’eloping <br />an optimum parking arrangement for Lake Minnetonka. <br />7.Operation, maintenance and law enforcement responsibility for shoreline neighborhood parks shall <br />remain with the owning municipality. <br />Shore-based recreation represents an important, but sontenmes overlooked, pan of the summer use of <br />Lake MirmeUmka. On the lake at the present time there are at least n*’o types of recreation areas. Most <br />of the parks on the lalu are small and are designed to serve local neighborhoods. Their size and parking <br />availability preclude them from being regional attractions or from serving a large population base. The <br />second type atmtet visitors from outside of the local community. Noerenberg Park and the Excelsior <br />Commons are examples. <br />8.Water-oriented shoreline recreational facilities serving a regional population shall have regional <br />fitnding. <br />Present there are plans for developing a regional park in Minnetrista with significant public lands on <br />Big Wawatasso, and Wild Goose Chase Islands. Present LMCD policy is to encourage development <br />' * additional intermediate or regional parks. Funding of parks sen'ing a county-wide or regional <br />adation shall be at the regional level <br />Baskalty, this is consistent with existing policy in the seven county metropolitan area. Through the <br />Metropolitan CouncU’s Parks and Open Space program an extensive set of regional parks have been <br />developed that are under the management of county recreatUm agencies.
