Counci Imember Callahan voted <br />nay. Motion carried. <br />8IRBH IHSTALLATlOa - NimiBTOMKA BBACB , „ w <br />City Administrator explained that Minnetonka Beach is <br />considering installing an emergency preparedness siren <br />in their jurisdiction. Police Chief Kilbo, Emergency <br />Pj^0p^if^dnes8 Director, has developed a master siren plan <br />for the four communities served by the Orono Police <br />Dept, and has indicated that installing a larger size <br />siren in Minnetonka Beach would also benefit certain <br />parts of Orono not currenty covered, particularly Big <br />Island. Staff recommends the City of Orono participate <br />in the cost for the difference of installing the larger <br />siren. Additionally, it is recommended that the City <br />offer to finance the Minnetonka Beach portion at a <br />reasonable interest rate in equal payments over a period <br />not to exceed five years. <br />.SlA 'A. <br />CounciImember Callahan was opposed to the City of Orono <br />going into the financing business regarding it as a <br />dereliction of duty. <br />City Administrator Bernhardson stated in this case the <br />loan would probably be about 2 years at a 7-7.5% <br />interest rate which is the current rate for investments <br />x'aceived by the City. He noted that Minnetonka Beach <br />has not requested financial assistance at this point, <br />and the purpose of the offer would be aiding them as a <br />rod neighbor and possibly allowing the installation of <br />siren this year rather than the following year. He <br />noted that there is no legal probler with this <br />procedure. <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Goetten, that the Council offer to pay up to $3,200 for <br />the installation of a 125 decibel siren in Minnetonka <br />Beach and that Council consider an appropriate loan at a <br />reasonable interest rate to Minnetonka Beach if they <br />make such a I’equest for financing. Motion, Ayes 3, Nays <br />1. CounciImember Callahan voted nay opposing <br />consideration of a loan to Minnetonka Beach. Motion <br />carried.
