7291.1TosMark E. Bernhardson, City Administrator
Michael P. Gaffron, Asst Planning & Zoning Administrator
Date:July 2, 1991
Subject: Holding Tank - 315 Crestview Avenue
This is a memo to advise you that the septic system serving
the residence at 315 Crestview Avenue has been found discharging
to the surface. The uniqueness of this situation is that the
septic tank for this residence and the tile line discharging from
it are in the City right-of-way of "Hill Street", an unused
connecting link between Crestview and Tonka Avenue. The property
has been for sale, and the property owner has been advised that
the discharge must be eliminated. Staff reviewed the site with
the homeowner and determined that the only potential area meeting
setbacks for drainfield had soils that are poorly suited for
drainfield use and that area is much too small for a suitable
conforming drainfield. We have advised the property owner that
he must install a holding tank within the property boundaries and
meeting at least the minimum well setback.
We expect this holding tank system will be installed within
the next month. The holding tank system will conform to the City
codes pertaining to such systems. A diagram of the property and
the discharge is attached for your information.
